Orrin walks into the examination room to pay the sentence he owes — and says the thing he has hidden for thirty years, with the Chancellor behind the glass. Above the cloud, a Justice who has never switched off her recorder asks the man who rules the sky to remove his discs. Below it, Cal Rooke rides an ash-rail that nobody has climbed in living memory and finds a village inside the cloud — people with eyes that are neither Crown nor Gloom, keeping a fire that has never been allowed to go out.
